Yet, it is still a civilized nation because the majority of the population treat others with respect and are not dangerous. Haiti may seem as an uncivilized nation because the government is corrupt. Some officials" collect tax dollars but they do not give back to the nation, making it a third world nation and still struggling today. They resulted in a traumatic amount of death and damage to many nations.
