Organized hypocrisy - a state had to have and be allowed to the effective means of its territory. Interdependent - agree upon along with borders, agree upon the interdependence of states; borders are conventional (countries agree on their borders, but do not make formal treaties) Example- carter"s policy, test the boundaries of sovereignty of human rights. One theoretical approach that provides some guidance for thinking about this issue is evolutionary game theory. Evolutionary game theory assumes that actors are rational but myopic. They do not have common knowledge about the game they are playing. Over time players select those strategies that give them better results. The existing institutional arrangements will not simply collapse.
