Institutions in the book (oas, arab league, african union) 3 problems radicals see in the economic system. Are central in the international system are rational actors. No world govt/police that will enforce anything against states. At anytime, any state can use force against you. Need to gain power in self-help system to protect ourselves. State"s worry about relative gains (rather than absolute gains) Comparison of how much i get vs what you get. Bc it"s almost impossible for both sides to gain the same amount. There will always be some asymmetry if we try to cooperate. Bc states have a strong incentive to cheat so they can be better. Now other side feels insecure and feels the need to gain more power. Making others insecure by making ourselves more secure.
