The red light district was established around the 14th century when the city started to flourish. In the 17th century the city was known throughout europe for its houses of pleasure. The city was seen as an indispensable phenomenon or necessary evil. Had dress codes and were not allowed to be married. Married men were not allow to see the prostitutes. During napoleon"s rule of the city, health concerns became an issue. Every time restrictions were set or laws made, prostitution would still thrive. Widely accepted throughout the city"s history even though thought to be dishonest. Legalization means taxes are paid and medical insurance if offered. Prostitution in rhode island was outlawed in 2009. 599,819 reported hiv/aids cases, believed to be over 1 million over 1 million cases of chlamydia alone in 2009.
