Responsible party government: idealized version of what it would be in a government. If we are in a collective action problem type world, all individuals vote for what is good. Then nothing gets done and politicians go through cycling, every vote undoes previous. Temporary coalitions to pass bills, but then new temporary coalition has people with. Parties provide permanent coalitions which helps solve the collective action problem. People hold party responsible for carrying out proposal. Ideal of party government with a fully functioning party. What problem do parties solve? for them alone, not thinking of any broader whole vote (pass a bill to un-do another bill, etc. ) other self-interests and vote on a pill to change policy. Single member districts (one person represents a district) Need the plurality of the vote, more votes than any one else who is running. Third party candidates need to beat 2 other majority party candidates which is difficult.
