It also led to a lot of drama between congress and the president, with a lot of vetoing and fighting against each other in campaigns. Majority of the electorate (more than 50%) takes an iron clad oath, then it can be re-emitted into the union. Significance: it took a stance almost the opposite of lincoln"s 10% plan.
