World war ii and the cold war 1941-1945. Federalism describes a system in which power is constitutionally dived between a central government and sub national or local governments. Only president and vice president have national constituency. Congress elected by constituents from particular geographic areas; represent them. Varies in leanings toward nation- and state-centered federalism depending on composition of congress. Confederal system: the central government has only those powers given to it by the subnational governments; it cannot act directly on citizens, and it can be dissolved by the states that created it. Cooperative federalism: the day-to-day joint activities and continuing cooperation among federal, state, and local officials in carrying out the business of government. Dual federalism: the national government and the states each have separate grants of power, with each supreme in its own sphere.
