State can function without cities, but cities need states. Pharaoh government officials / vizier / priest / noble soldiers. Leaders are really powerful in decision making (control the information flow down the other people) Chiefdoms have slaves who are enemies from other chiefdoms. States have slaves to have higher production. Rulers need popular support to maintain more comfortable lifestyle than commoners.
