Transnational actors- act across borders, don"t fit into other categories, often criminal. Substate actors- actors within a country that influence its foreign policy and/or operate internationally. Goods that benefit every member of a group such that it is hard to exclude any member from that benefit. Emerged in 16th and 17th century europe after collapse of medieval order. Able to accommodate movements such as democracy, industrialization, nationalism.
