Public space capitalist view public space as something that provides fluidity. Public space and fluidity means that people and things should move around without interruption. Public space is seen as vehicles and people are seen as the passengers. In public space, people such as vagrants are seen as an interruption and obstacles because they impede fluidity. (skate board graffiti) Safe streets act the ontario safe streets act came into effect on jan 1st, 2000. This act made it an offense to solicit in an aggressive manner . Solicitation is aggressive if someone has reasonable reason to fear for his or her safety. Similar to vagrancy laws in effect during the mid- 19th century, the safe streets act is an attempt to harass and regulate the poor; and is a camouflaged attempt to protect the consumers and control activities of the poor.
