The nation-state and what it is expected to be: A single paradigm in place: liberal internationalism = market democracy. Predominant support for civil and political rights. The south has embraced the same discourse: Development of a moral and intellectual leadership for the liberal paradigm. A form of new (meta or supra) constitutionalism. Transnational forces and a transnational ruling class.
