We need a process to determine who should receive support. We need to resolve any con icts that could arise. Not just about resources also about ideologies, values, beliefs, world views etc. e. g. quebec religious neutrality. Political con ict originates over scarce resources and/or di ering values involves struggle among di erent groups in society who want di erent things. No government exists at the global level, though. So what are the actors/processes that perform the government"s function at a global level. Must be de ned e. g. democracy, justice, citizenship, security, power, etc. Achieving an objective by in uencing behaviour of others (getting someone to do something they wouldn"t have done otherwise) There are constraints e. g. dad can"t beat his child. 3 faces of power (way power is exerted)
