A delegate is a person who is chosen to act for another on the basis of clear institutions/guidance. Mechanisms that ensure that politicians are bound closely to views of represented. Frequent interchange by regular elections and short term office. And initiatives (= type of referendum, legislative proposals) and the right to recall for more control. And limits scope of leadership, little vision or inspiration since not trusted. A mandate is an instruction or command from a higher body that demands compliance. Idea that party can only act in mandate given. Nowadays, individual candidates are now rarely elected on basis of personal qualities and talents, but on foot soldiers for a party, with that programme. Based on idea that a party gains by winning a popular mandate that authorizes it to carry out whatever policies it outlined during campaign. Thus representative serves as constituents not by thinking for themselves but by remaining loyal to party policies.
