Aminoacids can carry both, acid and basic groups, aka amphoteric. And therefore they can carry both charges, this aka zwitterions. As ph decreases, the net charge is more positive. Net charge on a protein also depends on the sum of the charges of all amino groups and varies with ph. Charge on ion depends on the ph and pka.
