Social problem: an issue causing harm to large numbers of people. Claims about harms in the context of social problems. Harm becomes a difficult category because some people feel safe from one action while others feel harm: example: donald trump not allowing muslims into the states that group of people is hurt while some others feel safer . Idea that guns are so accessible to americans (american killing other americans: can be argued that the harm is the killings or that the harm could be in the place that certain constitutional rights are being taken away. One thing that is pressing and important today might not be tomorrow or next year or in the next decade. Harm is secondary compared to how we act to it. Humans determine what is harmful and what is not statistics and science really do not play much into this category that override our idea.
