Chapter VI: Pacific Settlement of Disputes
Article 33
1. The parties to any dispute, the continuance of which is likely to endanger the maintenance of
international peace and security, shall, first of all, seek a solution by negotiation, enquiry,
mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or
arrangements, or other peaceful means of their own choice.
2. The Security Council shall, when it deems necessary, call upon the parties to settle their
dispute by such means.

Chapter VIII: Regional Arrangements
Article 52
1. Nothing in the present Charter precludes the existence of regional arrangements or agencies
for dealing with such matters relating to the maintenance of international peace and security
as are appropriate for regional action provided that such arrangements or agencies and their
activities are consistent with the Purposes and Principles of the United Nations.

The Covenant of the League of Nations
Article 11.
Any war or threat of war, whether immediately affecting any of the Members of the
League or not, is hereby declared a matter of concern to the whole League, and the
League shall take any action that may be deemed wise and effectual to safeguard the
peace of nations. In case any such emergency should arise the Secretary General shall on
the request of any Member of the League forthwith summon a meeting of the Council.
It is also declared to be the friendly right of each Member of the League to bring to the
attention of the Assembly or of the Council any circumstance whatever affecting
international relations which threatens to disturb international peace or the good
understanding between nations upon which peace depends.
