It means that as your blood soaks up o2, if it binds to the respiratory pigments in blood, o2 pp is not changing although the o2 concentration is changing. In this way, you can maintain the o2 cascade and keep the pp on the levels you want while still shuttling o2 throughout the circulatory system.
