In canada: shifted back to international liberalism to become a strong economic player internationally, capitalism became the forefront of making this possible, weakening in humanitarian concerns, 1996-2000; new perspective. Lloyd axworthy moves towards the conception of human security: human security doctrine, anti-personal landmine convention. International agreement to eliminate child labour: halting the proliferation of military small arms.
