Law governing the relationship between individual and the state. Concerned with the relationship between the ruler and the ruled. Between the constituent parts of the state itself. Law is enforceable back by the coercive power of the state - rights and obligations. Answer is based on values no real right answer. Higher law that binds the government: the government cannot just pass a new law, the constitution rules over it, divides the law into constitutional law and lower law, binds the government, confines what the government can do. Structure: geographically, federalism: sovereignty of state is split among different levels of government, unitary government: does not divide sovereignty, functionally, specialization and expertise, checks and balances, how will the rulers be chosen, elections or appointments. Change: rigidity: very difficult to change the constitution, but this create a risk of no longer meeting the needs of people, interpretations: can change over time which in turn changes the constitution.
