Structure: geographically, federalism: sovereignty of state is split among different levels of government, unitary government: does not divide sovereignty, functionally, specialization and expertise, checks and balances, how will the rulers be chosen, elections or appointments. Change: rigidity: very difficult to change the constitution, but this create a risk of no longer meeting the needs of people, interpretations: can change over time which in turn changes the constitution.
