Lack of hygiene and no heating during winter lead to disease. Convicts benefitted from it because of new colony land. Act of 1800: reduction in severity and frequency of corporal and capital punishment. Part of the reason is the deplorable conditions. Resulted in increase in prison population and prison overpopulation, leading to bad conditions. Separation of men, women, and young first time offender.
