2 dimensions of criteria to use: participation in political process (masses) all popn can participate in selection of leader, competition of parties/elites competition among political elite. Number of parties: pr produces more political parties bc electoral system is neutral, takes a while to figure out which party is in power (ex. Italy: usually up to 10 parties or more, fptp 2 parties (and/or 1 small party as well, like in can, almost always know who the new govt will be on night of election. Susceptibility to changes: pr is more susceptible to changes in attitude in society bc parties are secular and catered to minor attitudes; and bc votes = seats, not so in fptp bc parties are so broad. Party discipline: higher party discipline in pr, if vote against own party, then party will punish you by demoting you on the list, list = effective disciplining device to make sure members are voting according to party line.
