Sell the houses back to the people at cost, there was no profit. Take people out of pollution, somewhat suburban. Idea behind garden city: green space, single family homes, cheap for working class. Very discrete, connected by road, railways, rivers. Keep social opportunity, avoid crowding, keep low rent/ high wages, keep good air and drainage. Keep good aspects of town and nature.
