Archival historians use archives as a source of information in their studies - not all historians use archives. Not everything within archives is of the public domain. At times, deposits exist that are not viewable by the public and only by the depositor or they remain private for specific amount of time (commonly seen with state-run archives when it comes to political matters) Archival activities happen consciously at actual brick and mortar archives and unconsciously now in the age of technology (search engine history, web browser histories) Most archives exist on a provincial or regional scale though. Vatican holds their documents secret for 70 years / britain for 30 years. Economics can restrict archives - if a poorer nation"s state neglects the archive financially it will not operate as efficiently as possible, potentially not preserve the documents as good as it could, not be able to expand etc.
