He does find a way to relate each need to the other, he mentions safety and talks about hobbes who emphasizes the important of safety. Hobbes is unambiguous about how without safety that nothing else is possible, so he sees this as the first order of business. Others have the same idea about other human needs. His writing on belonging was naive, and extremely optimistic. Even though belonging is a powerful need and political good.
