His electoral success his attributed to his close relationship with the norfolk agriculture community. When everyone was aginst tobacoo industry and farmers he was a spokes man and defender of tobacco farmers in the norfolk community. Fought for norfolk producer and agsinst anti-smoking initiative. In 2003 he was appointed as the cabinet minister of agriculture and agri food. During this appointment he got all province to sign the agriculture policy framework implementation. Despite not being in his job describtion he was contacted by pm to help with the outbreak of the mad cow avian flu. The prime minister saw speller as an effective individual to help with the securitization of the outbreak as a result of his experience and knowledge in agriculture.
