Consists in a system of norms that are used to govern a political community. Norms: any type of standards, tells us what we ought to do. A rule is a type of standard with criteria that you can break. Modern law is all encompassing - close to 1 million rules in canadian legal system. The system of norms is given governmental effect by a body of dedicated officials. By enforcing norms, laws are brought to life. Legal officials are either creating law or implementing law* Officials are people who have been empowered to enforce a set of rules brought forward by an office. Citizenship is an office; we are empowered by the right to vote. Without people who enforce and create, there is no law. The system of government normally purports to be the highest authority in the land. A legal system can back up its claim.
