Structures: Locals, Unions and Centrals
Locals
Large unions like CUPE are made up of large groups of locals.
Types of Union Locals
• Workplace-Based
• Most common type of union local
• They work with only one local/workplace - 1 organization for 1 job site, ex. Ford
• Common industrially
• This model rejected trade-based model/trade unions.
• Trade Unions (Craft)
• Trade-based model: worker works at the union rate depending on what town they go to.
• The law discourages trade unions today
• Hiring Hall
• To control the trade, all hiring must be done through a hiring hall
• Employee hired at a hiring hall will work at the union rate, under union conditions
• Ex. Union would get control of hiring on the port, then all the removal of good from the ship
would be the hiring process.
• Powerful, especially in 50s and 60s, (if they can get established)
• Can be done over the internet now
• Large Local
• Locals deciding, they don’t want to be with small organizations
• Food and commercial workers have large locals representing them
• Have many bargaining units
• Ex. United Food & Commercial Workers union and Service Employees International union
• Structural (Public Sector)
• Unions corresponding to government structure meaning large groups of workers under one local
(large union) government umbrella ex. City of Toronto 416, Hamilton 5167
Local VS. Bargaining Unit
• Local is a union structure. Most locals have more than 1 bargaining unit, they don’t all need to
have the same collective agreement.

• Local is divided into different bargaining units
• Bargaining unit = all workers covered by a bargaining unit. Unions bargain and manage collective
agreements.
• All members will be covered by the collective agreement, that’s the bargain.
Internal Structure - Ground Level
Collective Agreement
• Lays out the rules
• If there’s a problem, go to the collective agreement
Stewards
• Elected to be micro-ground-level presence for the union
• Duties - Handbooks
• Face of the union to the members/ workers
• If there’s an issue, workers come to you
• Worker has confidence that the steward will know what to do/ how to help
• “first line of defence”
• Wagner model first established this structure
• Stewards council
• Stewards meeting on a monthly or bi-monthly basis
• Stewards share information to distinguish common problems or strengths
• Chief Steward
• Head of steward’s council
