Global governance is a system of rule at all level of human activity in which the pursuit of goals through the exercise of control has transnational repercussions. Peace and security, human rights, terrorism, drug and crime control, environment, economic development, financial and monetary, migration, health epidemic, and more are issues that require a sort of system of global governance. Global governance became indispensable since interdependence, globalization, and liberalization occur. Communication became easier, the development in new technologies has increased and the exchange of resources and capital has also increased. Challenges to global governance are the heterogeneity of the international system, the absence of hierarchical order, which some describe as anarchy since states will always serve their interests first, the dominance of realism, and the governance without government.
