Syria was one of the most populous and prosperous provinces in the roman world and had an important role as the eastern frontier. Tacitus says that provinces were romanized from the top down, temples and public squares were set up by officials. Roman customs and clothing were encouraged by the administration. This is however, the only passage suggesting such things. It is likely that the administration didn"t have the means or the will to do such things. It would also be the case that the local population would rarely be in contact with the administration except when paying taxes. Roman culture would be spread through roman citizens abroad, coloniae, veterans of the military who were settled on land in the provinces. The coloniae would be motors of romanization as they had the most encounters with the local population.
