Monday april 13, 15: discuss the evolution of csis, canada"s spy agency. Describe the early tensions between the spy agency and the rcmp. I will be discussing the evolution of the canadian security intelligence service (csis), the tensions between the spy agency and the rcmp and the impact bill c-51 could potentially have on our rights and freedoms. The first security service in canada was established in 1968 and was called the dominion police force. At this time it was comprised of 12 people. By 1919, this number jumped to 140 people. In 1920, the royal canadian mounted police (rcmp) took over the dominion police force and then became the primary security force in. From 1920-1946 the rcmp"s criminal investigations branch (cib) was responsible for national security. In september of 1945, the gouzenko affair happened which brought light to a soviet spy ring in canada. A russian cipher clerk who defected from ussr embassy provided this information.
