They have the power to detain, they have the powers and obligation to investigate, if they find that someone or people are in violation of the code they have the power to arrest those persons. 2 types of arrests: custodial arrest refers to the actual physical touching and seizure of the person"s body with an idea to detain them (handcuffs). Symbolic arrest: use of words to whereby the person or the accused would submit himself or herself to the arrest. So they are not taken down or anything but they are arrested nonetheless. Still arrest made but not a custodial where they are physically touched.
