Governments can choose to do something or nothing- both are conscious decisions. Ex: 1947 saskatchewan makes healthcare public which was then copied by other provinces until the federal gov adapted to improve. 2003 canada deciding not to join the invasion of iraq- in reaction to terrorism- canadians were opposed to this which was sown through protests. It is important: legislation -law, regulations- standards to implement law, proclaimed rules, very detailed, add-ons, orders-in-council- cabinet pronouncements. Intergovernmental agreement- policy negotiated between provinces and federal government: combination- a combo of the above. The process of selecting and implementing policies- there are dozens of theories. The prime minister and the cabinet, if the pm doesn"t want it, it won"t happen. Thousands of people such as elected politicians, political staffers, personal assistance, public servants, interest groups, other governments, neighbors and other nations, the courts, the interested public. Policy is shaped by the three i"s: institutions, ideas, interests.
