• This article follows the politics of defence in Australia from September 2013 to
March (the period of change of leadership from Tony Abbott as Prime Minister to
Malcolm Turnbull).
o It then discusses the influence of this leadership change on the 2016 Defence
White Paper – focusing on the Abbott leadership as he was PM for 24 of the
30 months it took to write the DWP2016 and as defence policy continues to
have little salience for other members of the political class or the general
public.
• The article describes the good intentions of the Abbott government in its decision to
lead a grown up, adult governet that thiks efore it ats.
o This government was prepared to correct failures of the ALP in the 2013
White Paper.
• Next, the article discusses the resetting of the Abbott government in December
2014.
o He reshuffled the Cabinet and the Defence portfolio.
• While the Competitive Evaluation Process led to a strengthened policy process, the
