Andrew Davies ADF capability snapshot 2015: Part 1—RAAF ASPI November
2015 https://www.aspi.org.au/publications/adf-capability-snapshot-2015-part-1raaf
Thesis / summary
• This paper assesses the capability of the RAAF. It was written in 2015, prior to the
2016 Defence White paper.
• This article provides a very detailed overview of the RAAF, including the details of its
fleet, its air mobility capability, its maritime patrol capability, and surveillance and
data collection.
• Davies writes about how the focus of the RAAF presently is on the delivery of
integrated air power, which is enabled by Plan Jericho. This Plan is transformed the
RAAF.
• It discusses tactical air operations of the Air Force, which is measured by five sub-
aspects: air superiority, maritime strike, long-range strategic strike, offensive air
support and close air support.
• Joint operations are another topic discussed by Davies, where he states that the Air
Force is key in helping the ADF achieve full coverage of the area of defence. The
RAAF has the potential to integrate ADF air, land and maritime force sectors.
Analysis / points I agree with
• There are many tables/graphics which illustrates the information that the author
wishes to present in a clearer way.
• The article acknowledges that since the previous article of the same nature
published in 2008, the Air Force has indeed resolved a couple of crucial capability
short falls – i.e. the lack of air-to-air refueling – and Andrew Davies presents these
resolved shortfalls in a table.
Critique / points I disagree with
• The article is quite technical with Air Force terms, and provides more of a list or
summary of information, rather than an analysis of the RAAF with
recommendations.
