Using Flutter ver 3.7.10 and Android Studio Electric Eel 2022.1 patch1

When I run the flutter program (See below) under Android Studio I get the

error msg - /D:/Flutter/flutter_windows_3.7.10-stable/flutter/packages/flutter/lib/src/material/animated_icons.dart:9:8: Error: Dart library 'dart:ui' is not available on this platform.
import 'dart:ui' as ui show Canvas, Paint, Path;

However if I run it under DOS Command line it works fine using Nexus7 emulator. Once I do that than I run Android Studio and use that same emulator Nexus 7 it works correctly. Why does the emulator work correctly for Android Studio only after I use that emulator in DOS Command line?

I put the flutter program and screenshots of the emulator from cmd line and the Android Studio ones(One that passed and the one that failed).
