Ageing is a universal and continuous process of human life. It is irreversible and ultimate truth.
Therefore elderly people are a significant and indispensable part of every society. Today’s
generation is living a happier and comfortable life only because of contribution and sacrifice of
yesterday’s generation. Yesterday’s generation is today’s elderly people. It is our responsible to
respect and take care of them with human touch. But it is very disappointing to say that a large
number of elderly people around the world is derived from due honor, love and security either in
family or in society. In this context, I prefer to have a special convention for elderly people. It is
unbelievable to know that by 2050, for the first time in human history there will be more people
above sixty years of old. Population of elder people is increasing rapidly day by day and such
growth of population of elder people will take place all over the world is expected to almost
quadruple and it would be 215 million by 2050.
The historically dramatic change in the global population of elder people significantly needs
adaptations of new structures and policies for welfare of them. In order to make the world elder-
friendly welfare policies in health care, socio-economic security, urban planning, and housing,
transportation are to be mandatorily adopted. The rapid and dramatic growth of population of
elder people suggests special conventions for elder people. Now a question arises. Is UN
Conventions of Rights of Older People is not enough? Obviously the UN Convention on the
Rights of Older People is a vital and timely instrument for addressing issues and protecting
human rights of elder people in the context of rapid population ageing and shifting socio-
economic, cultural and political circumstances. But there should be a special conventions for
elder people due to certain reasons.
Due to following reasons there should be a special conventions for elderly people.
There is no strong and unanimously accepted binding international instrument for the
protection of human rights of elder people.
Laws and rules enshrined in the document of the UN Conventions of Human Rights of
Older People are vague and fragmented to a many extent. It is hardly distinct and clear
whether rights of older people are belonging to first generation or second generation of
