Conventions do not have the status of law, rather they are agreed to practices or traditions. If the governor-general was to use their power without the authority of parliament it would be democratically unaccountable. This is the paradox of australian democracy - the constitution provides enormous power to the governor-general but australian democracy rests on them not exercising this power. The constitution provides a means that allows for a double dissolution in the event that the senate repeatedly block legislation from the house or reps. The p. m may request a double dissolution from the governor-general if the senate has twice rejected the bills of the lower house within one or two sessions of parliament, provided these are more than three months apart. This is not always necessary - the governor general might do this without the pm requesting so.
