If teens want something to happen, they will find a way. You can sit them down and talk to them, but at the end of the day, they will find a way if they want too. The easiest solution could just be to put your daughters on birth control. Parents may not be comfortable with their kids on birth control, so that sometimes does not work. It is mostly because they believe their kids will not have sex if they do not give them birth control, but they are wrong.
