According to zvogbo (2005), the administration takes place in middle management of a system where planning, organising, directing, and controlling are done within the framework of given guidelines, procedures, and policies set by senior management. Administrators implement programmes, policy statements and strategies of the organisation designed by the chief executive officers or the senior management committee. Managers outline exactly what organizations should do to be successful.
