Rorty is saying that there doesn"t seem to be a new way of thinking offered by foucault but a negation of what has come before now a clearing away of ideas/beliefs/powers. History need not make sense or reveal a greater purpose: such are enlightenment assumptions that infect our understandings. However, he does so with the consequence that those who are powerless and marginalized know more and more how bad the situation is for them.
