Considerable difference between goodness and character as a whole. Better to be healthy than sick, better to be good rather than bad. Focuses on marriage as the issue we need to be monitoring: dissemination of knowledge , historical inquiry , systematic collection of facts , influences affecting marriage , persistence in bringing forth eugenics . Skeptical doesn"t believe that eugenics is possible. Praises galton and wants more people like galton to exist. In each family, at least one member in the family that rises above and sinks below. Look beyond observation, but look at atoms/electrons in the body. There"s no guarantee that the child will be perfect cannot define which traits the child will get from each parent. Need to use information we know to make it better. Large-scale implication = much more important in eugenics than in laboratory settings. Galton"s idea = premature; no reliable way to predict heritable traits.
