Homestead act (1862) - offered cheap land - 160 acres. Victims of direct harm are dead - anyone who was a slave or a child of a slave has passed away. Perpetrators are diffuse - black people involved in the slave trade themselves and there were white people who fought against slavery. Some of the actual harms were legal at the time they were committed. The causal chain of harm is long and complex.
