Document Summary

Linz & stepan have 4 different types of non-democratic regimes and their features. Linz and stepan created the regime definitions to date. Pre 1964: democracy vs. totalitarianism (if not democracy - totalitarianism) Limited political pluralism without elaborate guiding ideology or mobilization. Power is in ill-defined limits, but power of leaders is pretty predictable. Useful because most non democracies aren"t totalitarian. New layout: democracy, totalitarianism, post-totalitarianism, authoritarian, sultanistism. Pluralism: multiple parties/areas where power is centered, economic pluralism and social pluralism (lead to diversity) Ideology: mentality of the regime, overarching ethos by which govt operates. Leadership: how they are selected, the authority they derive, and the accountability that they are held to. Pluralism - protected legally (as reinforced by autonomy) and voluntary. Ideology - rational-legal decision making - commitment to citizenship, law, protections. Mobilization - high, option, and protected (not always with voting turnout) See slide for definition (soviet union - eliminate post-plurality) Pluralism - no meaningful pluralism; party monopoly replaced plurality.
