On july 25th, serbia accepted all points except the part about austrian groups in serbia. Austrians saw this as a direct opposition and declared war. Countries made declarations of war based on former alliances, despite not actually having much individual responsibility on the matter. Many blamed germany for the start of the war. Fritz fischer - historian who found evidence that he believed showed that germany had a plan to cause a world war.
