Politics is a way of resolving disagreement and making collective decisions: institutions: play a role, ex. White house, house, this institutions stay the same no matter the occupant: rules: everyone agrees on what the rules are. Inherent dilemmas as politics, requires constant balancing: local versus national intent and need, individual rights versus collective rights, different conception of public good. Government is complex: complexity: multiple levels, layers, there is no single identifiable solution. What are the differences between written rues and norms (not written rules, not enforceable rules) It gives us the means to get off state of nature (means there are no rules, it"s mean, nasty. Helps individuals and groups achieve things they have trouble doing on their own: i. e. Maintain order and security: protecting private property, making and enforcing collective decision, protecting individual autonomy, providing public goods . Every individual has an incentive to take as much as each can.
