Endangered species act emerged during an era of intensive federal regulatory interest in the environment and nature protection precursors: Endangered species preservation act (1966) first created lists of threatened or endangered species. Fws allotted million to protect the identified species limited to vertebrate animals. Endangered species conservation act (1969) amended original act extended to protect international species, threatened worldwide bans on interstate commerce of threatened or endangered species growing awareness and embrace of ecology. Complex environmental response to human resource use. Strong surge of grassroots support for environmental protection. 1978; added economic considerations only for the process of critical habitat degradation. 1982; allowed incidental takes on private lands, but also made science more prominent in decision-making. Tva enjoyed almost unchecked power in the area and aggressively built new projects. Mandate was to provide electric power and economic development to the region through dams.
