Most herbaceous plants are sold in pots because: It doesn"t result in loss of the grower"s soil: they are easier to produce this way, there is little root damage when transplanting, they can be grown and sold year round. If buying mature plants, they can be immediately planted where you would like them for the immediate effect of a full grown plant. Proper spacing is determined by budget, plant size, effect of flowers at a certain time, environment and culture: general spacing rule of thumb is 9 to 12 inches for annuals and 2 to 3 feet for perennials.
