De rosas supports a decentralized government made of loose provinces: powerful geographic fragmentation following independence. Also happens across the americas chile, mexico, etc. Reflection of geographic fragmentation + political fragmentation: irony is that he is a radical federalist and doesn"t think argentine population is ready for democracy and centralized state and modernized state. He basically uses his federalism as a way to exercise his power and control of bueno aires on top of everyone: he overemphasizes the power of bueno aires above every other place, seen as a nationalist. Fought the french and british over trading rights. Irony that he was a strong nationalist but didn"t believe in argentine population. Spends a good deal of his career as an authoritarian dictator fighting wars with bueno aires as his center: a lot of his energy is focused to trying to bring uruguay, etc within their rule.
