Is the us a collective security organization: no because it is a sovereign entity. Constructivists says we make the world we live in and live in the world we make. Sovereignty is just an idea, ideas change over time. Current notion of sovereignty limits ability to help. Perhaps shared sovereignty or de facto trusteeships could work. International legal sovereignty: recognize juridicially independent territorial entities. Westphalian sovereignty: refrain from intervening in the internal affairs of others, the responsibility to protect, justification for intervention, never messing with elections or supporting/opposing governments. That there is one right way to do things. All of which are intended to work together, states do not always uphold these ideals: ex: cold war, china was juridically independent but not recognized. Weak states create space for terrorists to operate: few people can kill very many. Weak states engage more frequently in human rights violations. Weak state may be targeted by strong states to prevent this.
