Sovereignty is just an idea, ideas change over time. Current notion of sovereignty limits ability to help. Perhaps shared sovereignty or de facto trusteeships could work. International legal sovereignty: recognize juridicially independent territorial entities. Westphalian sovereignty: refrain from intervening in the internal affairs of others, the responsibility to protect, justification for intervention, never messing with elections or supporting/opposing governments. That there is one right way to do things. All of which are intended to work together, states do not always uphold these ideals: ex: cold war, china was juridically independent but not recognized. Weak states create space for terrorists to operate: few people can kill very many. Weak states engage more frequently in human rights violations. Weak state may be targeted by strong states to prevent this.
