Justice john f. dillon of iowa supreme ct. expressed dillon"s rule in 1868 in merriam v. moody"s. Executors where he started that municipalities and counties have only three types of powers. Questions: federalism and scope of government. Obamacare: texas opt out of this, medicaid have to be extraordinarily poor. Immigration: who comes in and who gets kicked out.
